Accreditation

OISC (Office of the Immigration Services Commissioner) is an independent public organization founded under the Immigration and Asylum Act 1999. OISC takes responsibilities to regulate immigration advisors and make sure that they are competent at their jobs, providing services in accordance with clients’ interests. From 30th April 2001, an organization that an adviser affiliates to should have been registered with OISC, or obtained a certificate of exemption from OISC or legal through other ways, otherwise the adviser may break the criminal law for providing immigration advice or services.

OISC （移民服务专员办事处）是根据 1999 年移民和庇护法例 （Immigration and Asylum Act 1999）成立的独立公共机构。OISC 监管移民顾问，确保他们有胜任能力，并以客户的最佳利益为依据。 自2001 年4 月30 日起，除非一名顾问所属的机构已向OISC 登记， 或获得 OISC 颁发的豁免证明书，或除非该机构以其他方式符合法例的规定，否则该顾问会因提供移民指导或服务而触犯刑事法律。

The consular legalization refers to the practice of confirming the authenticity of the last seal or signature on foreign-related notarial deeds and other certificates issued in China or relevant documents issued by other countries, performed by consular legalization agencies upon the application of natural persons, legal persons or other organizations. For example, when British corporations from the United Kingdom, British Virgin Islands, Cayman Islands, Republic of Seychelles or Samoa, etc. are investing in China, a consular legalization for entity qualification should be submitted to Ministry of Commerce of the People’s Republic of China as a prove for its legality.

领事认证是指领事认证机构根据自然人、法人或其他组织的申请，对国内涉外公证书、其他证明文书或国外有关文书上最后一个印鉴、签名的真实性予以确认的活动。例如，位于英国或BVI、开曼、塞舌尔和萨摩亚等地的英属公司到中国进行投资，中国商务部在受理外商投资时需要国外公司就主体资格出具一份领事认证，以证明其合法性。
